Nothing says Chicago like the Blues Brothers, but Backdraft and Running Scared capture the Chicago feel just as well.
As for the best movie every set in Chicago - without a doubt - The Sting.
The Fugitive. Why? Harrison Ford beat the crap out of the one-armed man and left him handcuffed on the El. That was awesome.

For all of its cliches, The Blues Brothers is still a favorite. In recent years, though, High Fidelity did a fairly good job of making the London story feel Chicagoish.
