Back in the 80s when Champaign still closed off several streets in Campustown for Halloween revelry, I saw four guys dressed up as a giant penis. It was basically bedsheets stretched over a frame made of hoops, and was positioned horizontally as they walked around (and of course, chased after girls). It was anatomically correct, right down to the hairy boys hanging off the back. Epic.
Half a dozen guys dressed as Dorothy waiting for a Damen bus in Roscoe Village, circa 1994.
Best costume: Two guys dressed as Gumby. I saw them on the Brown Line last year. The costume was store bought, but there were still two guys dressed as Gumby on the Brown Line.
Best: Steve Irwin with a Stingray dangling from his chest
Worst: Steve Irwin with a Stingray dangling from his chest
At critical mass a guy dressed up as Eliot from E.T I appreciated the subtlety and holistic approach.
Back in the late 1990's, I saw a girl dressed up as Brittany Spears in the sexy school girl outfit...with a bullet hole in her forehead, blood running down her face. Pretty funny!
That costume withstands the test of time...whatever famous person annoys you, dress up as them with a bullet hole in the forehead with blood running down the face.

We talked about our own best/worst costumes back in 2006; this thread's more about other people's costumes, but feel free to share one of your own if you like.
And of course right at this moment I'm drawing a blank. Sigh.
