Ald. Deborah Graham has proposed banning BYOB at restaurants within dry precincts, in reaction to a new banquet hall within a dry district in the 29th ward. Graham is the same alderman who helped make it possible for a convicted felon to open a liquor store with TIF money in an area with a moratorium on new liquor license.
